Cannon 3 5W Wall Charger

I bought it to charge my Samsung smart watch. I don't know if it's defective, but it does not charge it. Meanwhile when I connect the watch charger to my laptop's USB, it charges! What kind of weak charger is this? If it can't charge a basic watch with one of the tiniest batteries you'll find, can it charge a phone? My hard-earned money, gone down the drain! 100% DO NOT RECOMMEND!
